I'm not sure I fully understand the desired behavior here.  WebKit's current
implementation will abort any parsing associated with the frame you're
navigating as soon as a scheduled navigation is registered (sent off to the
network layer).  Event if that navigation eventually fails, turns into a
download, etc.  This is not intended to be of our own design, but rather to
match FF/IE.  I guess we need more testing here to understand what the
web/FF/IE expect here.
