The comment end space state breaks CNNMoney. At the end of July, I landed an
experimental fix to mozilla-central. The fix removed all transitions to the
comment end space state.

This fixed CNNMoney and so far, I haven't seen a single new bug arising from
this change. Let's put it in the spec.
