Please add a note saying that if a script that blocks the parser gets moved
before it unblocks, it will continue blocking the parser and unblock whenever
it would otherwise unblock (when a style sheet blocking scripts no longer
blocks, when the script has been evaluated or when an external script load has
failed due to a network error).
