The spec doesn't say what to do with <meta http-equiv="Link"/>.
The behavior required by
http://www.hixie.ch/tests/adhoc/css/cascade/import/002.html does not seem to be
specified by any spec, and the HTML5 spec is silent on the matter. The test
passes in Mozilla and Opera at least.
