Change Description: 

Removed offending text, made it clear that the DTD is Transitional wrt to
content, but Strict wrt rendering mode:

Rationale:

I don't quite grok the request, but the submitter seems to know more about the
nuances than I do and a change to the text doesn't seem like it would harm
anything.
