The sentence starting "The element can thus be used to..." seems to cause
confusion; a figure may be the main content of the page (e.g. for a single
captioned photo in a photo album, so it is not necessarily true that it can be
referred to from the main content of the document or moved away from it. The
text should allow for this usage explicitly.
