[Bug 10185] New: I would like to suggest that "4.8.1.1.9 A Key Part of the content" is moved up, so it becomes 4.8.1.1.1 i.e. it is the first subsection. This subsection seems to be the most important or dominant case, whereas the others are important, but are exceptions?

I would like to suggest that "4.8.1.1.9 A Key Part of the content" is moved
up, so it becomes 4.8.1.1.1 i.e. it is the first subsection. This subsection
seems to be the most important or dominant case, whereas the others are
important, but are exceptions?    Also, "4.8.1.1.12 General guidelines" seems
to
be crucial general advice that would be better placed at the beginning of
"4.8.1.1 Requirements for providing text to act as an alternative for images".
