active form element markers are never removed
This affects the following test case (and probably many others:
<table><b><td></table>foo
Minefield:

WebKit trunk:

In looking to fix our behavior to match mozilla, I realized the reason we don't
make "foo" bold, is that there is still a marker on the active form elements
list after completion of the table.
Interestingly enough, for:
<b><table><td></table>foo
Both Minefield and TOT WebKit agree:
