Rationale: I've tried to find a compromise between the two points of view put
forward in this bug — I've split out the Web Browsers section from the "Core
and Vocabulary" spec, and referenced it from the resulting Vocabulary spec. I
also took the User Interaction section out along with the Web Browsers section,
since it seemed to cover similar grounds thematically.
