It's defined, but in a counter-intuitive way. Given the code

<col><col><col lang=de>
<tr>
<td>Foo <td>Bar <td>B&auml;z
</table>

According to HTML5, the language of "Bäz" is English. HTML4 defines it to be
German, which is probably closer to the author's intention.
