[Bug 8513] AFAICT from WebIDL, ports can never be null, so step 3 is a no-op. If the sequence should be nullable, it has to be written with a question mark in the IDL, I think. [sp]

Checked in as WHATWG revision r4524.
Check-in comment: Change the algorithm to avoid step 3 being a no-op. This will
all become moot when I merge the -2 and -3 variants of this algorithm together.
