The content model seems to be adequately and precisely defined. Is it unclear?

The examples are just examples, there's not really any particular reason they
were done one way or the other. If you have a good example of a blockquote that
doesn't have multiple paragraphs, then let me know and I'll be happy to add it
to the spec.
