No - the browser needs to make the final decision as to whether to preload the
element - not the page author.
The browser has a chance of knowing the user's connection speed, and whether it
makes sense to preload. The browser has a chance of knowing whether the user's
paying per megabyte, and can afford to preload. The page author knows neither
of these things.
