PRE elements should be allowed as the subject of FIGURE, for at least one
use-case: ASCII art.

Consider a piece of software that generates HTML versions of RFCs, using the
RFC plain text document as input. There are many RFCs where ASCII art is used
to depict some aspect of the standard in question. FIGURE is the closest
semantic element to this usage.
