This section is specific to a certain type of user agent, and only within
specific conditions. It has absolutely nothing to do with HTML or XHTML, or
with the DOM. The focus of the section is communication between applications,
and the only connection I can find to HTML, XHTML, and the DOM, is that the
applications also render HTML.
Section 8 includes material that exceeds the bounds for what a reasonable
person would assume be covered in a specification devoted to HTML, XHTML, and
the DOM. However, the section does include material of interest to a subgroup
of HTML UAs, and as such should be preserved in a separate specification.
Since there are dependencies between this section and objects covered in
Section 6, a reasonable person could assume a merger between these two sections
into a separate specification.
