Status: Rejected
Change Description: no spec change
Rationale: The Sep 15 CR is the same as the Aug 26 editor's draft (except for
the date in one reference). The TR copy, however, will be out of date as soon
as any edits are made. So I don't think changing this is a productive use of
anyone's time.
