We discussed moving to the new Process Document at TPAC last Nov and decided to experiment with asking the WG if the WG wanted to publish a Canvas2D specification under the new Process Document but that never happened since the document was not republished: http://www.w3.org/2014/10/30-html-wg-minutes.html#item13 I will note that there was NO discussion at TPAC about moving HTML 5.1 to the new Process Document. But given the time that has passed since TPAC and your recommendation to use the new Process Document I expect the best plan is to run a WG CfC on this matter.
