Task Force Decision re CfC: Transition the Image Description specification to Proposed Recommendation (PR) status

Colleagues:

Now that the Director has issued a decision on the Formal Objection
filed against our HTML Image Description Extension specification
currently in Candidate Recommendation (CR) status, that objection no
longer serves as a block against progress for this specification.

Progress has been held pending a Director decision as per:
http://lists.w3.org/Archives/Public/public-html-a11y/2014Sep/0024.html

The Director's decision is available at:

This is, therefore,  a Task Force decision on the Call For Consensus
(CfC) to transition this specification to Proposed Recommendation (PR)
status as published at:
http://lists.w3.org/Archives/Public/public-html-a11y/2014Sep/0012.html

The Task Force Facilitators note that 3 of the 4 objections received to
our CfC came from the company filing the FO against this specification.
We further note that the remaining objector also did not raise issues not covered
by the Director's decision.

Thus, with multiple messages of support for progressing this
specification and a formal disposition of objections against it, this
CfC as agreed as an HTML-A11Y Task Force consensus. The chairs of the
HTML and PF Working Groups are hereby requested to conduct their
individual Calls for Consensus to transition this specification to
Proposed Recommendation (PR) Status.
