We changed the the method drawSystemFocusRing to drawFocusIfNeeded.  We should
change all references to the word "ring" to "outline" so "focus ring" and
"focus region" should become "focus outline" to be consistent and reduce
confusion. (discussed in canvas call on 2014/01/20
