CfC: longdesc CR Exit Criteria

This is a Call for Consensus (CfC) to approve the following exit
criteria for the HTML5 Image Description Extension (longdesc)
specification[1] can be considered interoperable:

>> The Criteria to exit Candidate Recommendation will be that there is a
>> test suite that adequately covers the "must" requirements of the
>> specification, with results showing that each requirement is implemented
>> by at least two independently implemented publicly released user agents.

Silence will be taken to mean there is no objection, but positive
responses are encouraged.
