The W3C Team has worked with the Director to publish a document that describes considerations the Director takes into account when evaluating normative references in Recommendation Track documents: https://www.w3.org/2013/09/normative-references As you read this you will see that the maturity level of a document that is normatively referenced is only one of many factors. The factors described in this document can be interpreted as guidelines to advise a Working Group as it is developing a specification. The Directors stresses that the document should not be interpreted as a checklist of pass/fail criteria. This is importance guidance for the HTML WG since HTML5 normatively references several documents that are "behind" it on the Recommendation Track process. /paulc HTML WG co-chair Paul Cotton, Microsoft Canada 17 Eleanor Drive, Ottawa, Ontario K2E 6A3 Tel: (425) 705-9596 Fax: (425) 936-7329
