normative status of techniques for providing useful text alternatives

HI Chairs,

Unsure of where you are at in regards to having a WG poll on the normative
status of http://dev.w3.org/html5/alt-techniques/
but would like to pre-empt any plans by asking for  a stay of execution on
this, as we (the accessibility taskforce chairs) are working with the HTML
editors to try resolve issues within the HTML spec itself, which would
materially effect the requirement for normativity of
http://dev.w3.org/html5/alt-techniques/.
