Preference Survey: Polyglot Note vs Recommendation Track

HTML WG has not reached consensus on whether the Polyglot specification 
should continue to progress on the Recommendation Track or if the 
Working Group should end work on this document by publishing a Working 
Group Note.

The poll is available here and it will run through Tuesday, 10 December 
2013:

Please read the introductory text and the provided rationale statements
before entering your response.

Note that unlike previous issue surveys, we will be counting votes, and
every member of the Working Group is encouraged to participate is this
