Re: transcript staged for cfc

Agree the text should go into the document to forestall any confusion.

Also, the document is listing a July revision date. My understanding was
that Chaals has made revisions more recently. Is that dating wrong? Or
might we have older text?

Two more points:

I would like the Abstract to note that this spec is created to meet
requirements for transcript as provided in the Media Accessibility User
Requirements (MAUR) at:
http://w3c.github.io/pfwg/media-accessibility-reqs/


Lastly, but very importantly, the document is a joint publication of the
PFWG and the HTML-WG onbehalf o their joint HTML-A11Y Task Force 

When we run the CfC, we will run concurrent CfC's in all 3 groups, PF,
HTML, and the TF.
