With no objection, this Call for Consensus has passed, and the draft at http://chaals.github.io/html-transcript/html-transcript-src.html will be the "editors' draft" for the Task Force. Please note, the expectation is that of the several possible methods for linking a transcript which are identified in the draft, we hope to agree on one.
