Hi folks, I have completed ACTION-323 that John and I had to put together an initial draft for a transcript spec: <http://chaals.github.io/html-transcript/html-transcript-src.html>

It is currently listed as an unofficial draft, uses a stupid name for the element, and mostly refers to the stuff on the wiki rather than collecting it properly. Hopefully it's sufficiently close to not insane for the task force to adopt as an initial draft…
