First, thanks for doing this - it helps disambiguate the discussion greatly, at least for me.
I would however express one concern: Currently the snapshot is known as "This version : XXXX", and while it is true that the XXXX is hyperlinked to the appropriate snapshot (54c868254d49bac4ca1efa7d9907cc85bfa0a3cd), I will suggest that we need a better naming convention than 4 Xs. Might I suggest instead that the version *name* be something more cognitively obvious and easier to process? I might suggest either something like: www.w3c.github.io/alt-techniques-20141016 (at least it continues in a similar naming convention as earlier drafts), or an alias from the w3c (www.w3c.org/TR/2014/WD-html-alt-techniques-20141016).
My concern is findability and reference-ability for others less involved in the day-to-day workings of the W3C: for example an accurate, readable and reference-able URL would be of huge benefit when submitting documentation and reports to clients or others.
(Yes, I *could* provide those persons with http://rawgit.com/w3c/alt-techniques/54c868254d49bac4ca1efa7d9907cc85bfa0a3cd/index.html - however a more human-readable URL would benefit meeting WCAG 3.2.4 (AA) and perhaps also 3.1.5 (AAA) )
Outside of that, I am comfortable with this, and support the publication of this as a heart-beat draft per W3C process requirements.

I consider once this WD is published the group(s) should swiftly appoint new editor(s). I would suggest that any editors appointed have a good working knowledge of alt techniques.
It is my understanding that both Shane McCarron and David McDonald have volunteered and I personally have confidence that both of them working as a team would serve as excellent replacements.
