The text that is in the HTML5 PR document on alt is a large subset of the text that is in http://w3c.github.io/alt-techniques/. The text that is in http://w3c.github.io/alt-techniques/ is the same text that was agreed by consensus of the HTML WG and a11y TF to be published as a note. The only changes that have been made to the doc is May 31st 2014 (prior to the CFC) have been made by Liam Quinn [1] There is nothing that is obsolete in it or the HTML5 PR advice.
