Media Subteam: User Requirements Comments Processed at TPAC

While the PFWG has been slow to move, it does still intend to publish
the "Media Accessibility User Requirements" documents prepared by our
subteam as a W3C note. To that end PFWG processed comments received
following the First Public Working Draft (FPWD) publication of this
document during its Face to Face at TPAC 2013.

Please review the actions PFWG took and provide any comments relating to
the proposed comment dispositions.

Helping finish this document for publication as a W3C note is something
we want (finally) to achieve during 2014. The document is still, and
will remain relevant.
