Change Description: no spec change
Rationale: after reading through the comments it appears there are 2 possible
methods to for this to be progressed by the person who raised the bug (or any
other interested party)
1. develop an extension spec for a new element <footnote> for example. For
information on how to do so refer to:
http://www.w3.org/html/wg/wiki/ExtensionHowTo
2. As at least on accessibility API[1] has defined roles for footnote/endnote
it is suggested that an alternative route would be to propose ARIA 1.1 add a
role="footnote" and/or role="endnote" which if accepted and implemented would
mean that the semantics would be exposed to AT when added to existing html
elements
example:
<p role="footnote"> xxx  xxxx </p>

New ARIA 1.1 features can be proposed via the wai-xtech mailing list [2]
