this is a call for Consensus on the following proposition:

The HTML Accessibility Task Force requests that the HTML Image Description Extension be treated as a stand-alone specification, published if possible as a Recommendation as fast as it meets the relevant process requirements.

Positive responses are preferred but silence will be considered assent.  
Responses will be accepted until midnight Hawaiian time Tuesday 31st December 2013.

Background:
This issue has been discussed at numerous Task Force teleconferences.  
While the specification depends on the img element in the HTML5 specification, it appears very unlikely that that element will be changed in a way that breaks the dependency. Current W3C Policy, as demonstrated in precedents such as the Geolocation API, Web Storage, and the Widget Interface, allows a specification to move forward if its normative references are considered highly stable even if they are not formally completed.

This would therefore allow the HTML Image Description Extension to progress in a "natural" timeframe, rather than being held up for a purely administrative restriction on publishing.
