[Bug 19277] Relationship and precedence of hidden="" and display:none should be clarified/defined

I think (2) is preferable to (1); the mapping of hidden="" should fall out of
its implementation as [hidden] { display: none; }. If an author overrides that
implementation by styling hidden="" elements to be visible, those elements
should not continue to map into A11Y API as if they were still hidden.
