Task Force Decisions

Colleagues:

At last week's HTML-A11Y Task Force teleconference the authority of the
Task Force to make recommendations on behalf of the Task Force to the
HTML-WG was questioned. Also questioned was whether (or not) the Task
Force had made such a consensus recommendation to the HTML WG on
Issue-30, Longdesc.

The following should be helpful in clarifying these concerns.  We will
discuss these concerns briefly during this week's teleconference.

1.)	Re whether the TF is chartered to propose changes to HTML, our
Charter states
	http://www.w3.org/WAI/PF/html-task-force.html

Objective

   The objective of HTML Accessibility Task Force is to help ensure that
   HTML 5 provides features to enable Web content to
      be accessible to people with disabilities. This includes review of
      existing features for potential accessibility
         problems, and proposal of new features where needed.

There is significant additional language in our Charter regarding
recommendations the TF might make.

The Task Force believes that this change proposal properly addresses 
critical accessibility requirements for longer length descriptions of 
graphics, while also addressing objections previously raised against 
longdesc. We request that this change proposal serve as the basis for 
reconsideration of the ISSUE-30 decision in the HTML-WG. The Task 
Force notes its support of this proposal in the following resolutions 
logged at:

RESOLUTION:
	The Task Force supports the Issue 30 Change Proposal at:
	http://www.w3.org/html/wg/wiki/ChangeProposals/InstateLongdesc

Because the Task Force also strongly believes it critical that 
longdesc support be included with any last call HTML publication, it 
has further reached consensus on the following:

RESOLUTION:
	The Task Force supports a Formal Objection escalation should it 
appear that HTML last call is to be published without the longdesc as 
in our supported proposal
