A: Imagine that you made a TV-program guide, where each program was 
illustrated with a screenshot taken from the TV-program.

B: Later one, you made the TV guide interactive, where part of what you 
did was that you replaced the <img> elements with <video> elements 
which displayed the same screenshots from the TV-programs. [Think 
NetFlix or something like that.]

Why does the images in A need alt text, but not those in B?

Imagine, also, that the screenshot from the Today show or the News, was 
not from today or from the news, but simply a photo of today's hosts - 
or perhaps displayed well known screenshot from the plane crash 
yesterday, that it still the hot topic of today. Or that today's 
reality show program was illustrated with a screenshot from last 
episode's most epic moment.

As you see, the poster does not need to be taken from the narrative of 
the video. And this is even the case for prerecorded videos - whether 
the poster is the literal first frame of the video or an image file.
