Did you actually mean to reference this: https://www.w3.org/html/wg/tracker/issues/194 ...which is the escalation of the bug you noted. I note that there is a call for Counter Proposals due March 21. As well, there is a discrete difference between a full Transcript and a longer textual description of a media asset, and so I hope you are not conflating these two issues together. Perhaps another thread or forum for that discussion? JF
