Daylight Savings Time changes, first half of 2012

North America has switched to Daylight Savings time. Most W3C
teleconferences are pegged to North America time, so calls will be at
different times in other regions, until (in some cases) their own DST
transition. Here are the changes as best as I can tell:

    * Meetings in Europe will be one hour earlier, until 25 March, after
      which they return to normal;
    * Meetings in Israel will be one hour earlier, until 30 March, after
      which they return to normal;
    * Meetings in Eastern Australia and New Zealand will be one hour
      earlier, until 31 March, after which they will be two hours
      earlier, until Q4 2012;
    * Meetings in Western Australia and Japan will be one hour earlier,
      until Q4 2012.
