48-Hour Consensus Call: Issue-194 Survey

Colleagues:

On 19 July the HTML-A11Y Task Force teleconference has resolved the
following position regarding the currently ongoing Issue-194: Video
Transcript survey:

RESOLUTION: The TF opposes the Zero Change Proposal offered on Issue-194
because a transcript is important to satisfy disability alternative
media
   requirements for persons with disabilities as described in the TF's
   Media Accessibility User Requirements.

The relevant section of the TF's Media Accessibility User Requirements
document can be found at:

The teleconference resolution is logged at:

As usual, if there is objection in the Task Force to such a consensus
position, please respond by replying to this message no later than close
