First off, thanks immensely for making this update. I had neglected to go back and think about the "incomplete" proposal until we started discussing Ted's recent CP. I'm not quite sure why I didn't make the realization about how close they were until you posted this (or actually, until I was talking with John Foliot a few hours ago, before I'd gotten back to reading the latest postings to this thread). And until yesterday I hadn't thought about the core idea behind them (which I guess goes way back to the "noalt" discussions) being a candidate for getting agreement on this issue -- because until yesterday it seemed like we still had some key participants in the discussion who were not likely to support any attribute based on that idea. Anyway, that was then, this is now. I think we have a very good chance still of being able to merge these two proposals.
