TOPIC: Bugs awaiting a11yTF Keyword Decision

The HTML Accessibility Task Force Bug Triage sub-team does not consider 
bug #12283 to be TF priority.

an eye on this bug, the current wording of the spec shouldn't be changed.

people accessing information, thus we decided not to add the a11yTF keyword.

sign language video as alternate track for video, therefore this is not 
TF priority at the moment.
