Per WHATWG Bugzilla conventions, moving this to "blocker" as "major" is unused.

This bug affects Mobile Safari on iOS, making it almost unusable. It also
affects vendors targeting the windows desktop, supporting IAccessible / MSAA,
as their accessibility trees are lacking sufficient information to respond to
accLocation requests. As such, I believe it falls under P1 "blocker" per WHATWG
conventions.
