Draft change proposal on location of alt guidance

I was asked to provide a change proposal about the location of guidance
on text alternatives.

This change proposal would be accompanied by a reopen request for an
issue. I understand there's a particular format / procedure for that but
I haven't been able to find documentation or precedent; also I'm not
clear on which issue is intended to be reopened. Therefore it was not
clear where, in which wiki, to put the change proposal.

I am sending an HTML version for review, as an attachment to this
message. Once I have direction about the above issues, I can put it into
a wiki so the group can take over maintenance and evolution of this
change proposal.
