The WG Chairs agree to re-open ISSUE-133 in light of the change proposal that has been provided but we have re-opened it as a Last Call issue NOT as a pre-Last Call Issue.
Note that we recently enhanced the Product field of the HTML WG Tracker instance and all the outstanding pre-Last Call issues have been converted so that their Product field refers to a Product value which has the prefix of "pre-LC1" . Note that the re-opened ISSUE-133 will have a Product field value of "HTML 5 spec" which currently means it is a Last Call issue.
WG members might be interested to know that ISSUE-133 now joins ISSUE-150, ISSUE-151, ISSUE-153 and ISSUE-154 as Last Call issues.
