I checked the task force tracker and found:

Task Force Action 86: Cynthia Shelly to create a change proposal for
HTML Issue 133.
http://www.w3.org/WAI/PF/HTML/track/actions/86

Task Force Action 87: Gregory Rosmaita to create a change proposal for
HTML Issue 134.
http://www.w3.org/WAI/PF/HTML/track/actions/87

Task Force Action 94: John Foliot to create a change proposal for HTML
Issue 142.
http://www.w3.org/WAI/PF/HTML/track/actions/94

Many thanks to Cynthia, Gregory, and John. That just leaves issue 135 and 146.

I updated the "Accessibility Change Proposal Status Wiki" Page.
