Change Description: see diff given below
Rationale: I did most of the changes. A CueSettings object doesn't make much
sense, so I just removed the constructor instead. For the charset="" attribute
I used slightly different phrasing for essentially the same effect (so that I
could cross-reference it from the WebSRT section in versions of the spec that
do still include WebSRT).
