Proposed disposition of display, focus, labels, and semantics bugs (ACTION-26)

As completion of my ACTION-26, the attached HTML file contains my
proposals for bugs that fall in the display, focus, labels, and
semantics categories. There are two tables in the document; the first
one is the more straightforward ones, the second presents alternatives
depending on whether we think user interface behaviour needs to be
defined in the spec. Refer to my question to the group on this issue
