I agree with Silvia that the task force should not allow any proposals forwarded to the HTML WG without a properly written change proposal [1] [2]. Having a propsal written in advance of a task force call for consensus would help communication within the task force itself. In the future could change proposals be submitted to the task force prior to or with the Call for Consensus? Thanks.
