Meeting time survey

As discussed in the 17 June 2010 HTML accessibility task force
teleconference <http://www.w3.org/2010/06/17-html-a11y-minutes#item04>,
the task force is considering a change to its weekly teleconference
time, in an attempt to involve a few more people in this important call.
There is a one-question survey available to see if the new proposed time
of Wednesdays at 17:00 UTC will work better than the current time of
Thursdays at 15:00 UTC. Please take a moment to let us know:
