It's not the latest version, but it is the latest public version. Next one will be the final version, expected in march of this year.

What it actually says in the latest version as of today is :

« [...] s’il s’agit d’un tableau complexe de données dans un site Web public, comporter un résumé, indiqué avec l’attribut summary, qui décrit brièvement les grandes catégories d’information présentées par colonnes et par lignes, tout en notant s’il y a des irrégularités dans le nombre de lignes ou de colonnes. »

So my problem is still very real as of today. But I'm on it.

It's already been reported, I did that last week. As one of the drafters/editors of SGQRI 008,  made sure to highlight that problem in case I can still do something about it.

My proposition simply was to replace « summary » by « approprié »:

« [...] s’il s’agit d’un tableau complexe de données dans un site Web public, comporter un résumé, indiqué avec l’attribut approprié, qui décrit brièvement les grandes catégories d’information présentées par colonnes et par lignes, tout en notant s’il y a des irrégularités dans le nombre de lignes ou de colonnes. »

Which would refer to a note explaining that in HTML4.01 or XHTML1.0, the appropriate attribute is @summary. I still have to think of a formulation that could possibly open the door to whatever HTML5 has in store for us.
