Change Description: no spec change
Rationale: This isn't really subjective, it's simply a fact that you are more
likely to create accessible (and conforming) documents if you are working at
the semantic level rather than at a presentational level. I don't think that
softening this would be productive. Readers should be made very aware of this
problem with the WYSIWYG approach, at least until such time as the state of the
art in WYSIWYG editors improves significantly.
