Summary: Allow UA to reload fallback content if it fails to load

resource

For partially usable media data, the specification indicates that the UA should
"render just the bits it can handle and ignore the rest." What happens if a
caption or secondary audio stream fails to load? Suggest that this be revised
to require the UA to present an opportunity to load fallback content when it is
available.
